A recent Palo Alto Networks report on cyber attacks using Scarlet Mimic malware against Tibetan and Uyghur activists cited the Citizen Lab’s report entitled “Communities @ Risk: Targeted Threats Against Civil Society” (Targeted Threats). In particular, the Palo Alto Networks report cites Section 2.2 on Cluster Analysis, in which 10 distinct malware campaigns are analyzed, suggesting that malware attacks are typically not discrete events, but systematic efforts that employ common malware.

One of the findings of the “Targeted Threats” report is that civil society organizations often face the same threats as the private sector and government, but have fewer resources with which to defend themselves.
