The majority of Internet users now come from places like Delhi, Shanghai, Cairo, and Rio de Janeiro and their governments will steer cyberspace into the future. Meanwhile, China, Russia, and other developing countries are exercising their muscles in Internet governance forums, in meetings of the International Telecommunications Union and the United Nations, leading to heated discussions over cyberspace governance.
It is clear change is coming in cyberspace. But the question is, what type of change will it be?
